HPCA and Director Robert Stavins played an active role at COP 28 in Dubai, which concluded on December 12 with an historic agreement calling for “transitioning away” from fossil fuels. Aside from moderating an official HPCA Side Event on reducing global methane emissions, Stavins also participated in several other panel discussions and forums on issues relating to the climate change negotiations as well as meetings with participants and journalists. The Biden Administration and automotive industry have announced ambitious targets for the number of electric vehicles they hope to deploy by 2030, but automakers are not yet on track to meet those targets, according to new analysis by researchers at Harvard Kennedy School’s Belfer Center for Science and International Affairs.

China recently launched the world’s largest emissions trading market, but it is just one component of the nation’s ambitious efforts to curb the rise in greenhouse-gas emissions. That was the message delivered on Thursday (July 22) by Carnegie Mellon University Associate Professor Valerie Karplus during a Virtual Forum hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development.

Over the next two years as on-road pilot programs and testing increase, self-driving vehicles will continue to move from novelty to closer to reality, meaning more drivers are likely to encounter them. Regulators must establish guidelines that ensure self-driving test vehicles are identifiable and consistent in their actions while on the road with human drivers, cyclists and pedestrians. Doing so will enhance people’s trust in self-driving vehicles while paving the way for drivers to safely interact with automated vehicle technology.

Former White House advisor Jason Bordoff, professor and founding director of the Center on Global Energy Policy at Columbia University School of International and Public Affairs (SIPA), says the incoming Biden-Harris Administration will have the opportunity to both lift the nation out of recession and combat global climate change by crafting a thoughtful economic stimulus plan containing a significant green energy investment component.

Lord Nicholas Stern, one of the world’s most prominent climate change economists, told hundreds who gathered at the Geological Lecture Hall on the Harvard campus on October 15 that just as economic and technological change has brought us to this challenging moment in history, so too can it seed the solutions necessary to mitigate the impacts of global warming.
