HPCA and Director Robert Stavins played an active role at COP 28 in Dubai, which concluded on December 12 with an historic agreement calling for “transitioning away” from fossil fuels. Aside from moderating an official HPCA Side Event on reducing global methane emissions, Stavins also participated in several other panel discussions and forums on issues relating to the climate change negotiations as well as meetings with participants and journalists. The Salata Institute for Climate and Sustainability at Harvard University launched today a major research and outreach initiative to reduce global methane emissions. The initiative seeks meaningful and sustained progress in global methane-emissions reductions through research and effective engagement with government policymakers and with key stakeholders in business, nongovernmental organizations, and international institutions.

Countering Terrorism With "Blue Sky" Thinking

In the past, strategic surprise has often stemmed from a failure of imagination. Most intelligence failures are rooted in a lack of foresight or early warning of impending events. Blue sky thinking seeks to prevent these surprises by devoting more attention not just to known risks and likely scenarios, but also to low probability, high impact events. In an unprecedented step in forging ongoing global collaboration, 129 global experts gathered in Amman, Jordan, in December 2021. The conference was held under the auspices of Jordan’s Aqaba Process and facilitated by representatives from the Harvard Kennedy School Belfer Center’s Intelligence Project. Attendees included intelligence officers, diplomats, military officers, private sector practitioners, and academics representing 29 countries, 5 continents, and 68 government and private sector organizations. Through presentations and discussion under Chatham House Rules, the conference facilitated an open exchange of ideas on the possible next big threats from terrorism and on strategies for moving forward.

Danish Climate Minister Lauds European Countries Vowing to Reduce their Dependency on Russian Gas During HPCA Virtual Forum

The Danish Minister of Climate, Energy, and Utilities expressed his hope that the tragic war in Ukraine will help accelerate the clean energy transformation by weaning Europe off Russian gas during a Virtual Forum (view recording here) last Friday (April 8). The event was hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development.
