Financing the Energy Transition through Cross-Border Investment

Ely Sandler and Daniel Schrag propose a new approach to Article 6 of the Paris agreement, arguing that states must use cross-border investment to finance the energy transition. By linking additionality to an investment’s impact on cost of capital, Sandler and Schrag demonstrate how Article 6 can leverage blended finance to de-risk private investment, creating a new model of public private partnership. The paper uses case studies from the Middle East and North Africa region to demonstrate the potential economic, environmental and political benefits of cooperation on Article 6.

Mexico’s Energy Reforms: A Blow to Realizing the Most Competitive and Dynamic Region in the World

In late 2017, Mexico made headlines as Italian company Enel bid what was then a world-record low price for renewable energy in the country’s third such energy auction. This development was possible due to the historical and sweeping energy reforms passed with broad support in Mexico in 2013. Then-President Enrique Peña Nieto had succeeded where previous Mexican presidents had failed, reversing decades of resource nationalism and overhauling the energy sector through constitutional reforms that gave the private sector a larger role and advantaged renewable energy in Mexico’s economy. The 2017 auction seemed to indicate Mexico’s bright future not only as a conventional oil producer, but also as a clean energy power.

Mission Hydrogen: Accelerating the Transition to a Low Carbon Economy

To accelerate the global transition to a low-carbon economy, all energy systems must be actively decarbonized. While hydrogen has been a staple in the energy and chemical industries for decades, clean hydrogen – defined as hydrogen produced from water electrolysis with zero-carbon electricity – has captured increasing political and business momentum as a versatile and sustainable energy carrier in the future carbon-free energy puzzle.

Cooperation, Competition, or Both? Options for U.S. Land Forces vis-à-vis Chinese Interests in Africa

This paper responds to a topic from the Army War College’s Key Strategic Issues List, 2018-2020: Evaluate the ramifications of China’s and/or Russia’s interests in Africa for U.S. land forces and suggest options, both to compete and to cooperate, to further U.S. interests.

While U.S. land forces may benefit from competition or cooperation with Chinese elements in Africa, I judge that they possess limited agency to compete or cooperate in the context of these definitions. Therefore, I will take a whole-of-government approach to furthering U.S. interests in Africa vis-à-vis China.

Transatlantic Dialogue: The Missing Link in Europe’s Post-Covid-19 Green Deal?

This policy brief emphasizes that the European Green Deal's effectiveness in a post Covid-19 world will require the involvement of strategic partners, especially the US. In the context of a potential US withdrawal from the Paris Agreement and the consequential vacuum, it will be even more important to engage the US in implementing the GD. In light of divergence between the US and the EU during past climate negotiations (e.g. Kyoto, Copenhagen, and Paris), we suggest a gradual approach to US engagement with GD initiatives and objectives.

Geopolitical and Market Implications of Renewable Hydrogen: New Dependencies in a Low-Carbon Energy World

To accelerate the global transition to a low-carbon economy, all energy systems and sectors must be actively decarbonized. While hydrogen has been a staple in the energy and chemical industries for decades, renewable hydrogen is drawing increased attention today as a versatile and sustainable energy carrier with the potential to play an important piece in the carbon-free energy puzzle. Countries around the world are piloting new projects and policies, yet adopting hydrogen at scale will require innovating along the value chains; scaling technologies while significantly reducing costs; deploying enabling infrastructure; and defining appropriate national and international policies and market structures.

What are the general principles of how renewable hydrogen may reshape the structure of global energy markets? What are the likely geopolitical consequences such changes would cause? A deeper understanding of these nascent dynamics will allow policy makers and corporate investors to better navigate the challenges and maximize the opportunities that decarbonization will bring, without falling into the inefficient behaviors of the past.
