The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

As the growth of nuclear industry during the coming decade is considered to increase, the number of cylinder shipments will expand accordingly. Beyond that, new vendors with less experience will enter the uranium conversion and enrichment market. Under such a scenario, there is no reason to discount the disappearance of interest to nuclear proliferation or illicit trafficking of nuclear material. Thus an enhanced system to track UF6 movements is a must. Better to be safe than sorry.

Olli Heinonen and Simon Henderson write that although Iran's nuclear potential will likely dominate talks between President Obama and King Abdullah on March 29, Riyadh's own nuclear plans should also be part of the discussion.

In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

China’s approach to strengthening the security of its nuclear weapons, materials, and facilities plays an important role in facilitating strong global action on nuclear security. This report provides a better understanding of Chinese perceptions of the threat of nuclear terrorism and attitudes toward the nuclear security challenge; describes the current status of nuclear security practices in China and of planned improvements in rules and organization, management, and technologies; and recommends steps for further improvements.

"In its 2010 annual Safeguards Statement [...] the IAEA determined that it 'found no indication of the diversion of declared nuclear material from peaceful nuclear activities and no indication of undeclared nuclear material or activities. On this basis, the Secretariat concluded that, for these States, all nuclear material remained in peaceful activities.' This rolling safeguards report that provided a yearly review of the status of IAEA member states’ nuclear activities was noteworthy as South Africa was, for the first time, included in the above group of states."

There has been much speculation as to what might replace the Nuclear Security Summits after 2016. One candidate touted as a suitable inheritor of the summits’ mantle is the International Atomic Energy Agency. In the past two decades, at least two terrorist groups have made serious attempts at obtaining nuclear weapons or the nuclear material needed to make them. They won't be the last. Foiling terrorists willing to inflict unlimited damage requires the international community to prioritize the nuclear stocks that pose the greatest risks and take immediate steps to eliminate or secure them.
