Reversing a trend toward cutting nuclear stockpiles that dates to the early ’90s, a recent Pentagon report called for ramping up U.S. reliance on nuclear weapons in order to keep pace with an aggressive arms buildup by Russia. Complicating matters, Russian President Vladimir Putin boasted today of having new weapons that could evade U.S. defense systems, taunting that their sophistication would force America to “listen to us now.”

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"In the dark days at the turn of the year, all but a few bits of U.S.-Russian cooperation to strengthen nuclear security in Russia came to a halt.  No longer, for now at least, will U.S. experts work with counterparts at major Russian nuclear facilities to implement better means to prevent insiders from stealing fissile material, or to improve accounting, so a theft would be quickly detected..."

Washington Post Opinion Writer and Senior Fellow with the Future of Diplomacy Project, David Ignatius, delivered an address entitled “Covering the Obama Administration in the Fog of Foreign Policy” and led a breakfast seminar with experts, students, and fellows on September 18. He explored current trends in the Middle East, critical factors at play in the negotiations with Iran, the West’s relationship with Russia and positive developments in the US-China relationship.

Speaking at West Point last month, President Obama warned that “if nuclear materials are not secure, that poses a danger to American citizens.” Contrarily, recently proposed budget cuts could hamper work being done to ensure nuclear material never falls into the wrong hands. In his National Interest op-ed, Matthew Bunn makes the case that preventing nuclear danger should remain a top priority for Congress.

The most significant achievement to emerge from the 2014 Nuclear Security Summit was a pledge by 35 countries to observe the terms of a joint agreement, known as Strengthening Nuclear Security Implementation. Promoted strongly by the chairs of all three nuclear summits—the United States, South Korea, and the Netherlands— the 2014 initiative is an important step towards creating a robust global security system designed to prevent nuclear materials from falling into the hands of terrorists. Yet China, along with Russia, India, and Pakistan, did not join the pledge. Beijing has not offered any explanations. China not only can join the new initiative, it should join it—because joining is in China’s own national interest.

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real. This presentation recommends learning from the much stronger national and international efforts in nuclear safety, and in particular, taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level. Matthew Bunn presented this talk, based on a recent paper, on July 3rd, 2013 at the International Conference on Nuclear Security in Vienna.

Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.
