What the Iron Man-like character is claiming for his futuristic automotive company is not unheard of. On a systemic basis, mammoth institutional investment—especially from sovereign wealth funds (SWFs)—is flowing into start-ups and technology-oriented publicly traded companies. In this case, Saudi billions would help Mr Musk escape the pressures of being publicly listed. SWFs have invested large sums into high-growth start-ups promising innovation and financial returns. In fact, just this month, Saudi’s Public Investment Fund (PIF) announced a US$1bn investment in Tesla’s rival, Lucid, and a US$2bn stake in Tesla. The rise in SWF balance sheets and activity is having ramifications on global efforts to be more Silicon Valley-like, and on Silicon Valley itself.

During a candid conversation at the Harvard Kennedy School, prominent women leaders in the science and media industries recently talked about their efforts to remedy this. They ignited a fervent discussion and identified achievable goals that both professional women and their male and female bosses can work toward. The event, “Sexism, Science, and Science Writing: Promoting Women Leaders in the Lab and the Newsroom,” drew a standing-room-only crowd of more than 100 women and men of all ages—from a female high school student to senior astrophysicists and science writers.

Regulating Cybersecurity: Institutional Learning or a Lesson in Futility?

On 22 November 2013, the Federal Energy Regulatory Commission approved the latest version of mandatory cybersecurity regulations for the bulk electric system—known as Critical Infrastructure Protection (CIP) Reliability Standards. The CIP standards are relatively unique: they are developed through an unusual model of industry-led regulation that places industry, and not federal regulators, at the center of regulatory design and enforcement. The CIP regulations have received a significant amount of criticism. Critics argue that the regulations are incomplete at best and irreparably flawed at worst. The author examines the lessons we can learn from the CIP standards and poses a provocative question: Are the regulations actually a secret success?
