Governments as Partners: The Role of Alliances in U.S. Cleantech Startup Innovation

Accelerating innovation in clean energy technologies is a policy priority for governments around the world aiming to mitigate climate change and to provide affordable energy. Most research has focused on the role of governments financing R&D and steering market demand, but there is a more limited understanding of the role of direct government interactions with startups across all sectors. The authors  propose and evaluate the value-creation mechanisms of network resources from different types of partners for startups, highlighting the unique resources of government partners for cleantech startups.

David Keith is the Gordon McKay Professor of Applied Physics at Harvard’s School of Engineering and Applied Sciences and Professor of Public Policy at Harvard Kennedy School, housed at the Belfer Center. He has worked at the interface between climate science, energy technology, and public policy for 20 years and has received numerous honors for his work, including the MIT prize for excellence in experimental physics and TIME magazine’s selection as one of its Heroes of the Environment.

Africa and Brazil at the Dawn of New Economic Diplomacy

In recent years the major focus of China’s engagement in Africa has been on economic diplomacy. Much of this debate has been influenced by concerns over China’s rise as an economic superpower and the preoccupation with viewing Africa through the jaded natural resource lens. A closer look at Africa’s growing economic diplomacy reveals a more complex picture involving other important emerging market economies as illustrated by economic relations with Brazil. Africa’s relations with Brazil highlight the emergence of BRICS (Brazil, Russia, India, China, and South Africa) as a new economic alliance that is reshaping international trading relations.

Transforming U.S. Energy Innovation

The United States and the world need a revolution in energy technology—a revolution that would improve the performance of our energy systems to face the challenges ahead. In an intensely competitive and interdependent global landscape, and in the face of large climate risks from ongoing U.S. reliance on a fossil-fuel based energy system, it is important to maintain and expand long-term investments in the energy future of the U.S. even at a time of budget stringency. It is equally necessary to think about how to improve the efficiency of those investments, through strengthening U.S. energy innovation institutions, providing expanded incentives for private-sector innovation, and seizing opportunities where international cooperation can accelerate innovation. The private sector role is key: in the United States the vast majority of the energy system is owned by private enterprises, whose innovation and technology deployment decisions drive much of the country's overall energy systems.
