Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.

China Responds to Fukushima

Before the Fukushima Daiichi nuclear accident, China had big nuclear expansion plans, with more than 40 reactor units under construction or in planning. The Fukushima disaster led China to conduct safety inspections of all its reactors and to suspend nuclear project approvals until a new nuclear safety plan could be adopted. Under Beijing's new safety regulatory system, reactors that are operating or under construction will be spared major redesign, but future projects will face re-engineering, perhaps leading the Chinese to adopt safer third-generation reactor designs created by Chinese firms.

Laura Diaz Anadon is the associate director of the Belfer Center’s Science, Technology, and Public Policy Program, director of the Energy Technology Innovation Policy research group, and adjunct lecturer in public policy at the Harvard Kennedy School. She investigates the patterns and processes of technology innovation, especially the role of government policy in the development and deployment of advanced and cleaner energy technologies.

The U.S. government could save the economy hundreds of billions of dollars per year by 2050 by spending a few billion dollars more a year to spur innovations in energy technology, according to a new report by the Belfer Center’s Energy Technology Innovation Policy (ETIP) research group.

Background: Transforming U.S. Energy Innovation Report

The report, Transforming U.S. Energy Innovation, released on Nov. 22, 2011,is the result of a three-year energy research, development, demonstration, and deployment (ERD3) project of the Energy Technology Innovation Policy (ETIP) research group at Harvard Kennedy School's Belfer Center for Science and International Affairs. The ERD3 project was funded by a grant from the Doris Duke Charitable Foundation to produce and promote a comprehensive set of recommendations to help the U.S. administration accelerate the development and deployment of low-carbon energy technologies.

A Network-based Modeling Framework for Stakeholder Analysis of China's Energy Conservation Campaign

This paper proposes a network-based modeling framework to facilitate the development of stakeholder analysis of China's energy conservation campaign. Given the proposed framework, an illustrative case study is provided to elaborate how to integrate a set of techniques to further develop a quantitative model, as well as to demonstrate the practicability of the proposed framework. The results derived from the case study shows that the proposed framework and the model can be used as analytical tools to improve the government's policymaking process in term of providing a systematic perspective of stakeholder interrelations.

Scaling Dynamics in Energy Technologies: Historical Evidence & Implications

Historical patterns of growth across a range of energy technologies are used to explore "scaling". Scaling is used to describe a particular form of growth that is (i) both rapid and substantive, taking into account the overall size of the energy system, and (ii) occurs at multiple levels from the technical unit and/or plant to the industry as a whole (e.g., from a wind turbine or wind farm to total installed wind capacity or manufacturing output). Scaling dynamics are assessed in historical time series data on vehicles, jet aircraft, refineries, and power plants (nuclear, coal, gas, wind). In those cases for which S-shaped growth is clearly evidenced, logistic function parameters are used to compare scaling across different technologies.
