The dramatic fall of oil prices is set to jeopardize both the U.S. ambition to become a big gas exporter by the end of this decade and the long-awaited development of a global gas market.

The outcome of the December 2011 United Nations climate negotiations in Durban, South Africa, provides an important new opportunity to move toward an international climate policy architecture that is capable of delivering broad international participation and significant global CO2 emissions reductions at reasonable cost. This paper addresses an important component of potential climate policy architecture for the post-Durban era: links among independent tradable permit systems for greenhouse gases.

"This chapter proposes to answer five fundamental questions: What exactly is the oil security problem, and how serious is it going forward? Why has it emerged at this point in time, and why has it been so difficult for the U.S. government to take the actions needed to mitigate it? Finally, what alternative policies are likely to be effective as the United States attempts to improve its oil security in the future?"

The Bali climate change conference was a qualified success. Before we went to Bali, we observed that it will be good news if there’s no bad news coming out of the negotiations.  This was achieved, and then some.

Report on a workshop jointly organized by the Energy Technology Innovation Policy research group of the Belfer Center for Science and International Affairs at Harvard University’s John F. Kennedy School of Government and Chinese Academy of Sciences.
