Americans Agree with Their State and Local Officials on Climate Action

Joshua Schwartz and Sabrina Arias write that although Congress seems unable to act, enough states, cities and counties are mobilizing to make a dent in U.S. carbon emissions. The states, cities, counties, and towns that have committed themselves to upholding the Paris agreement currently release a majority of U.S. carbon emissions. If they do manage to meet their targets, they can make a meaningful difference.

New Center Books Sharpen Global Debate on Critical Issues

Spring 2011

Three new publications by Belfer Center scholars have emerged on the global stage this spring, contributing significantly to dialogue on critical global issues. The books include: Monica Duffy Toft's God's Century; Calestous Juma's The New Harvest; and Joseph S. Nye's The Future of Power.

The sun is reflected in National Grid office windows where Cape Wind Associates and National Grid announced a power purchase agreement on May 7, 2010 in Waltham, Mass. The Obama administration has approved the 130-turbine offshore wind farm project.

Midterm Advice for Congress: Tax Carbon Instead of Jobs

"To deal with climate change, we have to move our entire economy to low-carbon sources of energy. Tying a carbon fee to lower payroll taxes for workers on a permanent basis can not only take the sting out of what has to be done for the climate, it also can help create thousands of jobs and stimulate more innovation. The current favored approach for climate, cap-and-trade, is dying in the Senate, because its proponents can never guarantee that it won't turn into one more playground for Wall Street traders."

During today's OnPoint, Kelly Sims Gallagher, director of the Energy Technology Innovation Policy research group at the Harvard Kennedy School's Belfer Center, gives her take on the administration's recent auto emissions announcement and whether it will have any significant effects on the environment. Gallagher, editor of the new report, "Acting in Time on Energy Policy," explains why she believes Congress should consider a variable tax on the price of oil as part of the United States' energy policy.
