In order to make R&D funding decisions to meet particular goals, such as mitigating climate change or improving energy security, or to estimate the social returns to R&D, policy makers need to combine the information provided in this study on cost reduction potentials with an analysis of the macroeconomic implications of these technological changes. The authors conclude with recommendations for future directions on energy expert elicitations.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

There were three striking high profile lapses in the Secret Service’s ability to protect President Obama: one where a man jumped over the White House fence, running through the front door of the White House and throughout its main floor; another where an armed man with an arrest record was able to ride on the same elevator as the President; and another where a man posing as a Member of Congress was able  to sneak into a secured area where the President was speaking. Towards the end of the year, problems within the Secret Service became a hotly debated political football, resulting in the resignation of the Service’s director..."

China’s approach to strengthening the security of its nuclear weapons, materials, and facilities plays an important role in facilitating strong global action on nuclear security. This report provides a better understanding of Chinese perceptions of the threat of nuclear terrorism and attitudes toward the nuclear security challenge; describes the current status of nuclear security practices in China and of planned improvements in rules and organization, management, and technologies; and recommends steps for further improvements.

"But adopting federalism would help to ease one of modern China's most fundamental governance problems: The fact that local officials often implement central policies halfheartedly, if at all. Caught in a system that gives them plenty of responsibilities but no accountability to constituents, China's local officials emphasize short-term economic growth over compliance with directives like antipollution and social welfare targets. The result is that environmental and social policies are often badly implemented. If provincial and local officials had a greater voice in developing policy, they would have a greater stake in the outcome of these policies."
