The fourth session addressed the pressing issue of climate change and its political implications in Africa. This session highlighted the disproportionate impact of climate change effects on African nations and how governments are responding through policy measures. A significant focus of the discussion was placed on current climate financial models and the challenges to accessing funding for renewable energy and electrification projects in Africa. The study group counted with the presence of external expert speaker Ely Sandler, Fellow at the Belfer Center. Ely has worked as a senior consultant at the World Bank and previously at Morgan Stanley for nearly a decade. Policy proposals that Ely developed at Harvard were presented at COP27 and are now being adopted by the World Bank and UAE COP28 Presidency, with the hope of catalyzing trillions of dollars of green investment, in part through Article 6 of the Paris Agreement.

On March 26, the study group met for the first time to examine recent democratic progress and backsliding in African countries. The session focused on ongoing conflicts in different regions of Africa and examined their political underpinnings. Participants also discussed the role of third-party actors in supporting and facilitating conflict mediation and peacebuilding efforts in the continent. The study group counted with the presence of external expert guest Dr. Antje Herrberg, Chief of Staff of the European Union Capacity Building Mission in Niger (EUCAP Sahel Niger). Dr. Herrberg brings more than two decades of professional and personal experience in transition and conflict resolution, intractable conflict, and terrorism with a deep interest to alleviate the suffering of people. Furthermore, Florian Dirmayer, Master in Public Policy Candidate at Harvard Kennedy School, delivered a memo briefing on European Union Security Cooperation with Niger After the 2023 Military Coup.

As a Predoctoral Research Fellow at the Belfer Center’s Environment and Natural Resources Program and Science, Technology, and Public Policy Program, Lydia Zemke has spent the last two years studying climate finance in developing countries. As she rounds out her time at the Belfer Center, Zemke she reflects on her research interests, her experience conducting fieldwork in Kenya and Costa Rica, and her advice for other early-career researchers.

Divestment is a prominent strategy championed by activists to induce positive social change. For example, the current fossil fuel divestment movement includes over 1,500 institutions that control $40 trillion in assets. A primary pathway through which divestment is theorized to be effective is by influencing public beliefs and policy preferences, thus pressuring policymakers to take action. However, prior research only tests this argument via qualitative case studies. The authors assess the impact of exposure to information about fossil fuel divestment on public opinion through the use of national survey experiments in three major greenhouse gas emitters: the U.S., India, and South Africa.

ColdHubs, an innovative Nigerian agricultural enterprise that uses solar-powered refrigerated storage units to keep food from spoiling, is slowly but surely expanding to nearby West African countries. But it faces big challenges to scale up and finance its operations, company founder and CEO Nnaemeka Ikegwuonu told a Harvard Kennedy School audience celebrating the 2022 Roy Award winner.

Climate change, especially the variability of rainfall patterns, poses a threat to maize production in Ghana. Some farmers harvest rainwater and store it for maize production to cope with unpredicted rainfall patterns. However, there are only a few studies on the adoption of rainwater harvesting for maize production. This study analyses the factors that influence farmers' decision to harvest rainwater for maize production in Ghana. 

The Environment and Natural Resources Program at Harvard Kennedy School’s Belfer Center for Science and International Affairs announced today that ColdHubs Limited is the winner of the 2022 Roy Family Award for Environmental Partnership. The company—born out of a partnership between the Smallholders Foundation, the Institute for Air Handling and Refrigeration (ILK Dresden), and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)—uses solar-powered walk-in cold rooms to reduce post-harvest losses for smallholder farmers across rural Nigeria.

President-elect Joe Biden’s decision to create a new cabinet-level position for climate-related issues — and to choose so prominent a figure as former Secretary of State John Kerry to fill it — demonstrates Biden’s sincerity over putting climate at the very center of U.S. foreign policy. It is easy to understate the importance of this appointment, given the flurry of czars created by most new administrations.

The geopolitical and geo-economic forces wrought by the coronavirus pandemic, as examined previously in this series, are likely to slow the transition to a more sustainable global energy mix. Fortunately, the pandemic has also resulted in governments gaining vastly greater influence over whether this shift stalls or accelerates.
