The Stuff of Life and Death: Part II

At one point in human history, water’s importance in war went beyond bearing convoys, hiding submarines, and slaking soldiers’ thirst. Water was often itself a weapon. In areas where it was scarce, armies took action to make it scarcer to force besieged enemy cities to capitulate, and in areas where it was abundant, combatants destroyed dams and watched the resulting floods carry their adversaries away. Today, however, most combatants recoil at the use of water as a weapon, and only the most depraved deploy it.

US Nuclear Power: The Vanishing Low-carbon Wedge

Nuclear power holds the potential to make a significant contribution to decarbonizing the US energy system. Whether it could do so in its current form is a critical question: Existing large light water reactors in the United States are under economic pressure from low natural gas prices, and some have already closed. Moreover, because of their great cost and complexity, it appears most unlikely that any new large plants will be built over the next several decades. While advanced reactor designs are sometimes held up as a potential solution to nuclear power's challenges, the authors' assessment of the advanced fission enterprise suggests that no US design will be commercialized before midcentury. That leaves factory-manufactured, light water small modular reactors (SMRs) as the only option that might be deployed at significant scale in the climate-critical period of the next several decades.

In this report, American Nuclear Diplomacy: Forging a New Consensus to Fight Climate Change and Weapons Proliferation, Former Deputy Secretary of Energy and Belfer Center Senior Fellow Daniel Poneman writes that we face two existential threats: nuclear annihilation and catastrophic climate change. Each, he says, stems from human origins. Both must be fought aggressively.

"Multiple studies confirm the grim truth that, even if all nations fulfill their Paris Climate Agreement emissions pledges, the world will still far overshoot the 2°C warming limit scientists say we must not exceed to prevent devastating climate impacts. Carbon-free nuclear energy can help close the gap. But can we expand its environmental benefits without increasing the risks of nuclear terror?"

Poneman outlines a diplomatic strategy and tough-minded, bipartisan policies to get us there.

In order to make R&D funding decisions to meet particular goals, such as mitigating climate change or improving energy security, or to estimate the social returns to R&D, policy makers need to combine the information provided in this study on cost reduction potentials with an analysis of the macroeconomic implications of these technological changes. The authors conclude with recommendations for future directions on energy expert elicitations.

The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

What’s at Stake in Paris - Diplomacy & Policy at the Climate Change Talks

Opening the joint CLIMATE CHANGE DIPLOMACY WEEK event series, speakers and leading climate change experts from both Harvard and beyond participated in a panel discussion titled "What's at Stake in Paris?: Diplomacy and Policy at the Climate Change Talks," moderated by the Future of Diplomacy Project Faculty Director, R. Nicholas Burns, and co-hosted with the Harvard Project on Climate Agreements on November 9. The speakers comprised of Sturgis Hooper Professor of Geology at Harvard University, Daniel Schrag;former Costa Rican Minister of Environment and Energy, René Castro; former Under Secretary of State for Democracy and Global Affairs and chief climate negotiator, Paula Dobriansky; and Albert Pratt Professor of Business and Government and Director of the Harvard Project on Climate Agreements, Robert Stavins. Together panellists weighed in on the upcoming UNFCCC talks to be held in Paris in December and the overarching policy issues at play.
