Reducing the U.S. Transportation Sector's Oil Consumption and Greenhouse Gas Emissions

This policy brief is based on Belfer Center paper #2010-02 and an article published in Energy Policy, Vol. 38, No. 3.

Oil security and the threat of climate disruption have focused attention on the transportation sector, which consumes 70% of the oil used in the United States.
This study explores several policy scenarios for reducing oil imports and greenhouse gas emissions from transportation.

A Portfolio of Domestic Commitments: Implementing Common but Differentiated Responsibilities

An effective, but more flexible and politically palatable approach could be an international agreement on a "portfolio of domestic commitments." Under such an agreement, nations would agree to honor commitments to greenhouse gas emission reductions laid out in their own domestic laws and regulations. A portfolio of commitments may emerge from a global meeting such as the UNFCCC Conference of the Parties, or a smaller number of major economies could negotiate an agreement among themselves, and then invite other countries to join.

Climate Accession Deals: New Strategies for Taming Growth of Greenhouse Gases in Developing Countries—Summary

Managing the dangers of global climate change will require developing countries to participate in a global climate regime. So far, however, those nations have been nearly universal in their refusal to make commitments to reduce growth in their greenhouse gas emissions. This paper describes how a set of international "Climate Accession Deals" could encourage large policy shifts that are in developing countries' interests and also reduce greenhouse gas emissions.

Frankel Proposal: Formulas for Quantitative Emission Targets

Jeffrey Frankel has proposed a climate policy architecture that builds on the quantitative targets and timetables infrastructure of the UNFCCC and Kyoto Protocol.  He calls for a sequence of negotiations (one per decade) to determine the global greenhouse gas emissions cap and a formula for allocating this global cap among all participating countries.
