Direct air capture (DAC) is a type of technology that captures carbon dioxide directly from the air. As the negative impacts of climate change become ever more apparent, governments and private industries have funneled increasing support toward DAC as a critical pathway toward achieving a net-zero future. Although a promising technology, wide-scale deployment of DAC faces several significant challenges.

Mexico’s Energy Reforms: A Blow to Realizing the Most Competitive and Dynamic Region in the World

In late 2017, Mexico made headlines as Italian company Enel bid what was then a world-record low price for renewable energy in the country’s third such energy auction. This development was possible due to the historical and sweeping energy reforms passed with broad support in Mexico in 2013. Then-President Enrique Peña Nieto had succeeded where previous Mexican presidents had failed, reversing decades of resource nationalism and overhauling the energy sector through constitutional reforms that gave the private sector a larger role and advantaged renewable energy in Mexico’s economy. The 2017 auction seemed to indicate Mexico’s bright future not only as a conventional oil producer, but also as a clean energy power.

Three Prongs for Prudent Climate Policy

After reviewing emission mitigation’s poor performance and low-probability of delivering on long-term climate goals, the authors evaluate a three-pronged strategy for mitigating climate change risks: adding adaptation and amelioration — through solar radiation management (SRM) — to the emission mitigation approach.  They conclude by assessing the value of an iterative act-learn-act policy framework that engages all three prongs for limiting climate-change damages.

Environmental Implications and Policy Challenges for Bringing Long-Haul Electric Trucks into China: The Case of the Tesla Semi

The Tesla Semi is a battery powered electric long haul truck currently in the prototype phase. Since cost and technological barriers have prevented electric vehicles from making significant inroads into the market for long haul trucks, the announcement of the Tesla Semi marks one of the first major attempts to bring electrification to on-road long haul freight transport. China, as the world’s largest carbon emitter, is an important market for truck electrification. China has a bourgeoning passenger electric vehicle market but, like the rest of the world, is reliant on heavily polluting diesel trucks for on-road freight transport. 

This paper addresses two main questions:

  1. What are the potential impacts on carbon emissions of electric long haul trucks in China? 
  2. What are the barriers to the adoption of electric long haul trucks in China?

Transitioning to Long-Run Effective and Efficient Climate Policies

This paper evaluates factors affecting the potential to transition over time to more efficient longrun climate policies, including the sequence of policies to be adopted. By considering these factors, policymakers can increase the likelihood that more efficient policies emerge from the current suite of less-efficient measures being pursued by some national and sub-national governments. The authors focus on the state of Oregon, which is currently contemplating the adoption of a greenhouse-gas cap-and-trade system.

Governance of Highly Decentralized Nonstate Actors: the Case of Solar Geoengineering

We here introduce the idea of highly decentralized solar geoengineering, plausibly done in form of small high-altitude balloons. While solar geoengineering has the potential to greatly reduce climate change, it has generally been conceived as centralized and state deployed. Potential highly decentralized deployment moves the activity from the already contested arena of state action to that of environmentally motivated nongovernmental organizations and individuals, which could disrupt international relations and pose novel challenges for technology and environmental policy. We explore its feasibility, political implications, and governance.

In this report, American Nuclear Diplomacy: Forging a New Consensus to Fight Climate Change and Weapons Proliferation, Former Deputy Secretary of Energy and Belfer Center Senior Fellow Daniel Poneman writes that we face two existential threats: nuclear annihilation and catastrophic climate change. Each, he says, stems from human origins. Both must be fought aggressively.

"Multiple studies confirm the grim truth that, even if all nations fulfill their Paris Climate Agreement emissions pledges, the world will still far overshoot the 2°C warming limit scientists say we must not exceed to prevent devastating climate impacts. Carbon-free nuclear energy can help close the gap. But can we expand its environmental benefits without increasing the risks of nuclear terror?"

Poneman outlines a diplomatic strategy and tough-minded, bipartisan policies to get us there.
