This paper is a background review representing part of the initial phase of the Financing the Urban Transition work program. The review builds on a growing body of research that highlights both the importance of national sustainable infrastructure and the need to develop more effective and efficient financing mechanisms for delivering compact, connected cities that meet the UN’s Sustainable Development Goals. While progress has been made in both these areas over the last five years, there remains a policy gap between the international/national level and the municipal level.

Foundations of Decarbonization in China: A Post-2030 Perspective

The Harvard-Tsinghua Workshop on Low-Carbon Development and Public Policy is the fourth annual joint workshop between the Harvard Kennedy School’s Environment and Natural Resources Program and the Center for Science, Technology, and Education Policy at Tsinghua University. The workshop convened leading experts on climate and energy from the United States and China at Tsinghua University in Beijing, China, on June 1-2, 2017.

The workshop was divided into five sessions. The first two sessions focused on the scope of the climate problem and the options for addressing it. The following three sessions explored specific options: renewable energy, nuclear power, and air pollution regulation.

Using Inclusive Wealth for Policy Evaluation: Application to Electricity Infrastructure Planning in Oil-Exporting Countries

Decision-makers often seek to design policies that support sustainable development. Prospective evaluations of how effectively such policies are likely to meet sustainability goals have nonetheless remained relatively challenging. Evaluating policies against sustainability goals can be facilitated through the inclusive wealth framework, which characterizes development in terms of the value to society of its underlying capital assets, and defines development to be potentially sustainable if that value does not decline over time.

"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

Center's Energy Work Wields Impact and Influence Around the World

The Belfer Center began researching energy technology issues in the late 1990s. Its mission was “to determine and promote the adoption of effective strategies for developing and deploying cleaner and more efficient energy technologies that can reduce greenhouse gas emissions, reduce dependence on fossil fuels and stress on water resources, and improve economic development.”

In this issue, we look at the history and influence of the Center’s energy innovation efforts in the past two decades by focusing primarily on ETIP’s work in the U.S. and China.

As assistant to the president for science and technology, director of the White House Office for Science and Technology Policy, and co-chair of the President’s Council of Advisors on Science and Technology (PCAST), Holdren has worked closely with Obama to reinvigorate America’s scientific capabilities on a range of policy fronts, from climate change and renewable energy to health care and nanotechnology.

The three closed sessions were on: 1) Market Mechanisms to Reduce Carbon Emissions, 2) Role of Local Government in Low-Carbon Development, and 3) Energy Technology Innovation in the Transportation Sector.

This paper distills core lessons about how researchers (scientists, engineers, planners, etc.) interested in promoting sustainable development can increase the likelihood of producing usable knowledge. We draw the lessons from both practical experience in diverse contexts around the world, and from scholarly advances in understanding the relationships between science and society.
