Harvard Kennedy School’s Belfer Center for Science and International Affairs today announced the appointment of Lori Garver and Beth Sanner as non-resident Senior Fellows. Garver is a former Deputy Administrator of the National Aeronautics and Space Agency (NASA) and current CEO of Earthrise Alliance. Sanner was Deputy Director of National Intelligence for Mission Integration and is now Professor of Practice at the University of Maryland's Applied Research Lab for Intelligence Security. They will both share their experience and expertise with students and faculty of Harvard Kennedy School and the greater Harvard community.      

Joseph Nye  discusses the following: Why the United States must work with China on global issues such as climate change, pandemics, and other transnational concerns, despite rivalry between the two countries; the "three-dimensional chess game" between the U.S. and China, with military, economic, and ecological boards; the importance of soft power; and differences from the U.S. relationship with the Soviet Union.

During the Cold War, US grand strategy focused on containing the power of the Soviet Union. China's rise now requires America and its allies to develop a strategy that seeks not total victory over an existential threat, but rather managed competition that allows for both cooperation and rivalry within a rules-based system.

To mark Earth Day 2021, a number of Belfer Center climate, security, and intelligence experts took part in two conferences that identified and discussed the impacts of climate change not only on the environment and well-being of the world’s people, but also on international security and political stability throughout the world.

This report is derived from a half-day conference in April 2021 co-sponsored by the Intelligence Project and the Environment and Natural Resources Program at Harvard Kennedy School’s Belfer Center for Science and International Affairs, along with the Center for Climate and Security and The Cipher Brief. It explores the requirements of the U.S. Intelligence Community (IC) to fulfill the mission prescribed by President Biden, DNI Haines, and Secretary Kerry. The IC must rise to challenge, unshackled from the past, to re-imagine its role in combatting climate change. The IC has talked the talk about climate change, and now it needs to walk the walk. The stakes are too high not to do so.

On Friday, April 23, the Belfer Center’s Intelligence Project and Environment and Natural Resources Program, along with the Center for Climate and Security, co-hosted a half-day conference on Climate Change, Intelligence, and Global Security. The conference featured a keynote address from Secretary John Kerry, Special Presidential Envoy for Climate, and came directly after President Joe Biden’s Earth Day Leaders Climate Summit.

Joseph Nye explains why defending liberal interests is in the interest of the United States.

President-elect Joe Biden’s decision to create a new cabinet-level position for climate-related issues — and to choose so prominent a figure as former Secretary of State John Kerry to fill it — demonstrates Biden’s sincerity over putting climate at the very center of U.S. foreign policy. It is easy to understate the importance of this appointment, given the flurry of czars created by most new administrations.

Joseph Nye writes that with less preponderance and facing a more complex world, the United States must exercise power with as well as over others and use its soft power to attract their cooperation. To do that, the United States will have to rediscover the importance of the institutions Donald Trump's administration abandoned.
