Climate Change: Voters Will Be Hot Under the Collar by 2099

By 2099 the nature of democratic politics could change in costly ways for politicians because of climate change, according to Nick Obradovich, research fellow with Harvard Kennedy School’s Science, Technology, and Public Policy program. Leveraging a century’s worth of political science research, he predicts in an article in Springer’s journal Climatic Change that voters’ disgruntlement about the societal effects of climatic extremes and weather-related disasters they experience will translate into more frequent turnover of political parties elected in and out of office, and will keep politicians of especially warmer, poorer countries more on their toes than is currently the case.

The Three Overlapping Streams of India's Nuclear Power Programs

As India’s civilian nuclear energy program expands with the assistance of international nuclear suppliers, it creates new potential pathways to the acquisition of fissile material that could be diverted for military purposes. A key question is whether and how India’s civilian and military nuclear facilities are separated. In this discussion paper from the Belfer Center’s Project on Managing the Atom, Kalman A. Robertson and John Carlson argue that India has not established a complete and verifiable separation of its civilian and military nuclear programs. The authors recommend steps for India to take under its safeguards agreement with the International Atomic Energy Agency to provide assurances to all states that components of its civilian program are not contributing to the growth of its nuclear arsenal. These steps include renouncing options that would facilitate the use of safeguarded items to produce unsafeguarded nuclear material, and placing the proliferation-sensitive components of its nuclear power industry under continuous safeguards.

2016-2017 Harvard Nuclear Policy Fellowships

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Fresh Ideas for the Future: Symposium on the NPT Nuclear Disarmament, Non-proliferation, and Energy

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

Washington Post Opinion Writer and Senior Fellow with the Future of Diplomacy Project, David Ignatius, delivered an address entitled “Covering the Obama Administration in the Fog of Foreign Policy” and led a breakfast seminar with experts, students, and fellows on September 18. Ten Strategies to Systematically Exploit All Options to Cope with Anthropogenic Climate Change

The frequency and severity of many types of extreme weather events may be changing because of climate change. To date, most vulnerability studies and resulting toolkits for decision makers, while state of the art, only address a specific subset of possible extreme weather events and mitigation and adaptation efforts. This paper extends Haddon's strategies to facilitate a holistic, systematic analysis of the options that communities have to cope with uncertain impacts from multiple hazards in multiple sector of society. This framework distinguishes between efforts to reduce the hazard, the exposure, and the vulnerability, thus helping end the semantic confusion of the meaning of adaptation and mitigation.
