Climate Change Requires New Approaches to Disaster Planning and Response

To date, most of the climate policy attention has been focused on the need to reduce the greenhouse gases that are causing climate change and, as a corollary, to accelerate the U.S. economy’s transition from fossil fuels to clean energy. Yet climate change also is straining our nation’s emergency response capabilities as traditional climate-infused disasters such as hurricanes and floods become more frequent and destructive. At the same time, the emergency response community faces new challenges as slower-to-develop climate impacts like drought, heat, and wildfire increasingly are hitting an acute tipping points and becoming life- and livelihood-threatening disasters.

The Paris Agreement on Climate Change, C’est Bon

How should one evaluate the agreement reached in Paris December 12 by the 21st Conference of Parties to the UN Framework Convention on Climate Change (UNFCCC)?   Some avid environmentalists may have been disappointed in the outcome.  The reason is that the negotiators did not commit to limiting global warming to 1 ½ degrees centigrade by 2050, nor will the new agreement directly achieve the 2 degree limit.But such commitments would not have been credible.  What came out of Paris was in fact better, because the negotiators were able to agree on meaningful practical near-term steps.

"Barack Obama's tenure, particularly his second term, is studded with peacemaking deals, from the Iranian nuclear agreement, to the Trans-Pacific Partnership, to the re-opening of relations with Cuba, and to now the accord on climate change. His first term brought us the Affordable Care Act. When are we going to back off our disappointment at his clear lack of bombast?"

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.
