2023 marked eighty years since the wartime adoption of the BRUSA Agreement between Great Britain and the United States. This 1943 document codified the growing relationship between
U.S. and U.K. signals intelligence organizations and included policies governing the exchange of personnel and joint regulations for handling sensitive material. Security directives and protocols aligned operational processes between the democratic governments, setting new cooperative standards for nation-states battling authoritarian regimes.

Russia and China are disseminating disinformation about domestic U.S. race relations and COVID-19 to undermine and discredit the U.S. government. These information warfare attacks, which threaten U.S. national security, may seem new, but they are not. Using an applied history methodology and a wealth of previously classified archival records, this article uses two case studies to reveal how and why a hostile foreign state, the Soviet Union, targeted America with similar disinformation in the past

The Cybersecurity Risks of an Escalating Russia-Ukraine Conflict

With the looming threat of increased conflict in Ukraine, businesses around the world should be preparing now, write Paul R. Kolbe, Maria Robson Morrow, and Lauren Zabierek. Corporate security and intelligence teams have said they’re seeing an increase in cyber probes, and the U.S. Cybersecurity and Infrastructure Security Agency and the European Central Bank have both issued warnings about potential Russian cyberattacks. Harvard Kennedy School’s Belfer Center Welcomes Lori Garver and Beth Sanner as Senior Fellows

Harvard Kennedy School’s Belfer Center for Science and International Affairs today announced the appointment of Lori Garver and Beth Sanner as non-resident Senior Fellows. Garver is a former Deputy Administrator of the National Aeronautics and Space Agency (NASA) and current CEO of Earthrise Alliance. Sanner was Deputy Director of National Intelligence for Mission Integration and is now Professor of Practice at the University of Maryland's Applied Research Lab for Intelligence Security. They will both share their experience and expertise with students and faculty of Harvard Kennedy School and the greater Harvard community.
