The Only Feasible Way of Cutting Emissions

Only a pricing regime provides incentives for the overall target to be achieved in the least expensive manner. The SO2 Allowance Trading System and the Clean Air Act Amendments of 1990: Reflections on Twenty Years of Policy Innovation

The introduction of the U.S. SO2 allowance-trading program to address the threat of acid rain as part of the Clean Air Act Amendments of 1990 is a landmark event in the history of environmental regulation. The program was a great success by almost all measures. Ironically, cap and trade seems especially well suited to addressing the problem of climate change, in that emitted greenhouse gases are evenly distributed throughout the world's atmosphere. Recent hostility toward cap and trade in debates about U.S. climate legislation may reflect the broader political environment of the climate debate more than the substantive merits of market-based regulation.

With regard to developing a new international framework, developed countries should acknowledge how grave the consequences would be to easily give in to a Kyoto extension. Merely extending the Kyoto Protocol would surely delay mitigation actions on the part of developing countries and discourage the U.S. from making serious efforts to reduce its large energy consumption. In other words, no country should end up being a "climate-killer" in its attempts to avoid being called a "Kyoto-killer."

Will We Know Success When We See It?

"It might be relatively easy, but actually quite unfortunate, for countries to achieve what some people might define as 'success' in Cancun:  a signed international agreement, followed by glowing press releases.  I say it would unfortunate, because such an agreement could only be the Kyoto Protocol on steroids: more stringent targets for the original list of industrialized countries (Annex I) and no meaningful commitments by the key rapidly-growing emerging economies, such as China, India, Brazil, Korea, Mexico, and South Africa."

Toward a Post-2012 International Climate Agreement

Negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) at Copenhagen in December 2009 did not produce a new international treaty with binding emissions commitments, but have defined a roadmap for dealing with global climate change in the post-2012 era. As countries continue to pursue new models for global agreement, it will be important to learn from the weaknesses of past approaches, while building on positive aspects of the experience with the Kyoto Protocol so far.
