The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Putting the Populist Revolt in Its Place

In many Western democracies, this is a year of revolt against elites. The success of the Brexit campaign in Britain, Donald Trump’s unexpected capture of the Republican Party in the United States, and populist parties’ success in Germany and elsewhere strike many as heralding the end of an era. As Financial Times columnist Philip Stephens put it, “the present global order – the liberal rules-based system established in 1945 and expanded after the end of the Cold War – is under unprecedented strain. Globalization is in retreat.”

In fact, it may be premature to draw such broad conclusions.

Some economists attribute the current surge of populism to the “hyper-globalization” of the 1990s, with liberalization of international financial flows and the creation of the World Trade Organization – and particularly China’s WTO accession in 2001 – receiving the most attention. According to one study, Chinese imports eliminated nearly one million US manufacturing jobs from 1999 to 2011; including suppliers and related industries brings the losses to 2.4 million.

Feeding the Next Generation: Science, Business, and Public Policy

Today, three of ten people on the planet rely on others to grow their food and 900 million remain chronically food insecure. By 2050 the global demand for agricultural production is expected to double. Half of the global population will live in cities and will need to be fed through market channels. Meeting these demands will require significant increases in agricultural productivity. Modern, science-driven farming including genetically modified crops represents the best chance of generating the increases in agricultural productivity necessary to feed our future. This paper's overall conclusion is that genetically modified crops can and should play a critical role in agricultural productivity. It is offers a roadmap for those interested in objectively evaluating both the risk and benefits of biotechnology in agriculture.

"It might be relatively easy, but actually quite unfortunate, for countries to achieve what some people might define as 'success' in Cancun:  a signed international agreement, followed by glowing press releases.  I say it would unfortunate, because such an agreement could only be the Kyoto Protocol on steroids: more stringent targets for the original list of industrialized countries (Annex I) and no meaningful commitments by the key rapidly-growing emerging economies, such as China, India, Brazil, Korea, Mexico, and South Africa."

Three hypothetical scenarios in the context of the intellectual property protection of second generation biofuels are developed, with each scenario representing a different level of strictness of protection. Therefore, each scenario translates into a different level of potential access to advanced biofuel technologies by developing countries."

"Efforts to introduce novel agricultural crops or foods are welcomed and supported by some politically important groups in the developing world, ignored by others, and at times opposed by a significant few. When considering the political actors on the landscape most likely to take active positions either for or against novel foods, there is little or no evidence of political resistance to any of the biofortified foods developed thus far using conventional crop-breeding techniques, yet resistance to GMO crops has been widespread for much of the past decade. Which actors on the landscape are opposing GMOs, how powerful are they, and will their opposition weaken if the current generation of GMO crops carrying improved agronomic traits is followed by a second generation of GMOs carrying improved nutrient traits?"
