What Does Success Look Like for a Climate Czar?

President-elect Joe Biden’s decision to create a new cabinet-level position for climate-related issues — and to choose so prominent a figure as former Secretary of State John Kerry to fill it — demonstrates Biden’s sincerity over putting climate at the very center of U.S. foreign policy. It is easy to understate the importance of this appointment, given the flurry of czars created by most new administrations.

Natalie Jaresko discusses her time as Finance Minister of Ukraine with Harvard's Future of Diplomacy Project

Natalie Jaresko (MPP ’89), former Finance Minister of Ukraine, returned to Harvard on October 31st, 2016 to take part in the Future of Diplomacy Project’s international speaker series. In a public seminar moderated by Faculty Director Nicholas Burns, Jaresko, who currently serves as chairwoman of the Aspen Institute Kyiv, reflected on her time in office from 2014 to 2016. In her two years in office, the Ukrainian government  had to contend with the Russian annexation of Crimea, a national debt crisis, widespread governmental corruption, and political instability.

Using Inclusive Wealth for Policy Evaluation: Application to Electricity Infrastructure Planning in Oil-Exporting Countries

Decision-makers often seek to design policies that support sustainable development. Prospective evaluations of how effectively such policies are likely to meet sustainability goals have nonetheless remained relatively challenging. Evaluating policies against sustainability goals can be facilitated through the inclusive wealth framework, which characterizes development in terms of the value to society of its underlying capital assets, and defines development to be potentially sustainable if that value does not decline over time.
