This Handbook offers a comprehensive overview of the latest research from leading scholars on the international political economy of energy and resources. Senior Fellow of the Future of Diplomacy Project, David Ignatius examines the Navy’s energy diet that began seven years ago with an edict from newly appointed Secretary Ray Mabus, who issued five goals for radically changing how the Navy bought and consumed fuel.

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

The database, in Microsoft Excel format, tracks DOE appropriations from FY 1978–2016 and the 2017 budget request and includes funding for ERD3 from the American Recovery and Reinvestment Act of 2009. In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

This article describes the status of China’s military and civilian nuclear programs, fissile material production and associated nuclear facilities, and the Chinese nuclear experts and officials’ perspectives on the nuclear terrorism threat. It gives details of China’s nuclear security practices, attitudes, and regulations, as well as identifying areas of concern. The article recommends ways to strengthen China’s nuclear material protection, control, and accounting systems and suggests opportunities for increased international cooperation.

Each year, the Science, Technology, and Public Policy (STPP) Program at the Belfer Center for Science and International Affairs at the Harvard Kennedy School welcomes new pre- and post-doctoral fellows and visiting researchers to a select team of scholars exploring the critical role that science and technology play in everyday life.

The Harvard Kennedy School is pleased to announce the Fall 2013 funding cycle for the Kuwait Program Research Fund.

The Harvard Kennedy School's Science Technology and Public Policy Program and the Energy Technology Innovation Policy research group (joint with the Environment and Natural Resources Program) is looking for a research fellow to join in September 2013. This fellow will conduct independent research in the area of technology innovation and policy, as well as organize two Harvard Kennedy School Executive Workshops. The position will be from September 1, 2013 until June 30, 2014, and renewable for a year subject to funding, interest, and performance. Salary will be competitive at the postdoctoral level and the additional responsibilities and range from $50k to $60k.
