Park, Stanton Nuclear Security Junior Faculty Fellow at the Massachusetts Institute of Technology and Project on Managing the Atom Associate, argues that cooperation between North Korea and Iran has been a critical—yet underexamined—enabler of North Korea's recent success. He concludes that the time has come for the United States to view the two previously independent missile programs as two sides of the same coin and recommends strategies for disrupting the procurement channels between Iran and North Korea.

A Tighter Net: Strengthening the Proliferation Security Initiative

Australia and other countries should redouble their efforts to fix serious gaps in an international arrangement to stop maritime shipments of materials destined for weapons of mass destruction programs, according to the Brief. It argues that heightened concerns over North Korea provide an opportunity to bolster the Proliferation Security Initiative, a 95-country arrangement to promote interception of transfers of cargoes related to weapons of mass destruction.

Re-Plan Colombia

"The financial crisis will require a reevaluation of U.S. aid. Critics of Plan Colombia argue that, in Colombia, union leaders remain at risk, human rights abusers are not brought to justice, the military commits "false positives," and drug eradication has failed. Based on this record, they conclude that the U.S. should reduce or withhold aid from Colombia. This is unsound advice. Colombia has made great advances against the guerrillas and paramilitaries because of U.S. aid. Some 340 politicians who conspired with paramilitaries, 3,000 paramilitaries who committed crimes against humanity, and 14 perpetrators of abuses against union leaders face prosecution because of U.S. aid. These advances in security, justice and democracy would not have occurred without U.S. assistance. However, the critics are not wrong; there is much work left to be done."

Human Trafficking and Migrant Smuggling: New Perspectives on an Old Problem

To cope with the pernicious problem of human trafficking and smuggling, Washington and its global allies need fundamentally to rethink their assumptions about the nature and size and the scope of the problem, and also how to combat it. Imperative is better information sharing among countries, agencies, and among those battling the trade in illicit goods, not just trade in humans. Only by embracing sucrecommendations can we possibly hope to replicate and build on the successes—and avoid repeating the failures—of past anti-trafficking efforts. Addressing Irregular Migration in the Gulf States

"Irregular migration has great resonance in the Gulf, just as in the West. Migrants in irregular situation avoid state administrative procedures and so their numbers are unknown. The largest amnesty (Saudi Arabia 2013) would have affected more than 50 per cent of the migrants in the country. Irregular migration is by definition a breach of legislations that regulate the migrant’s status.

In the Gulf States it is, in particular, a by-product of: the sponsorship (kafâla) system that hampers both a migrant’s individual freedom of movement and the free functioning of the labour market; nationalisation policies that continue to extend the list of occupations reserved for nationals; and nationality laws that bar citizenship to all but a very few first- and second-generation migrants."
