Accelerating Development of Energy Innovation Ecosystems: Strengthening Links Across Institutions and Actors

This report is a summary of a workshop that took place June 18/19, 2023 in Cambridge, UK. The workshop was hosted by the University of Cambridge's Cambridge Centre for Environment, Energy and Natural Resource Governance. The research project, ‘What factors drive innovation in energy technologies? The role of technology spillovers and government investment,’ was led by Professors Laura Diaz Anadon (University of Cambridge's Centre for Environment, Energy and Natural Resource Governance), Venkatesh Narayanamurti (Harvard Kennedy School's Belfer Center for Science and International Affairs) and Gabriel Chan (University of Minnesota's Humphrey School of Public Affairs) as co-PIs.

The research project was funded by the Alfred P. Sloan Foundation.

Why is China's Wind Power Generation Not Living Up to its Potential?

Following a decade of unprecedented investment, China now has the world's largest installed base of wind power capacity. Yet, despite siting most wind farms in the wind-rich Northern and Western provinces, electricity generation from Chinese wind farms has not reached the performance benchmarks of the United States and many other advanced economies. This has resulted in lower environmental, economic, and health benefits than anticipated. The authors develop a framework to explain the performance of the Chinese and US wind sectors, accounting for a comprehensive set of driving factors.

The Department of Energy National Laboratories

This report recommends policies and actions to improve the return on investment the U.S. government makes in sponsoring research and development (R&D) at the Department of Energy's (DOE) seventeen National Laboratories ("Labs"). While the Labs make a unique and significant contribution to all of the Department of Energy's missions, the authors develop the idea that for the Labs to fully support DOE's energy transformation goals, their R&D management practices need to be updated to better reflect current research into innovation systems and management. They also highlight the necessity of Lab interactions with industry in order to impact the nation's energy infrastructure investment, which is, for the most part, privately held.

The Pressing Energy Innovation Challenge of the US National Laboratories

Accelerating the development and deployment of energy technologies is a pressing challenge. Doing so will require policy reform that improves the efficacy of public research organizations and strengthens the links between public and private innovators. With their US$14 billion annual budget and unique mandates, the US National Laboratories have the potential to critically advance energy innovation, yet reviews of their performance find several areas of weak organizational design. This article discusses the challenges the National Laboratories face in engaging the private sector, increasing their contributions to transformative research, and developing culture and management practices to better support innovation. The authors also offer recommendations for how policymakers can address these challenges.

However, poor, marginalized, and unborn populations too often lack the economic or political power to shape innovation processes to meet their needs. Securing America's Future: Realizing the Potential of the DOE National Laboratories

The Federal Government has many tools at its disposal to advance energy technology innovation. It can signal markets, for example, through energy tax and regulatory policy ("market pull"), and it can advance research, development, and deployment of energy technologies ("technology push"). Both of these kinds of tools can be effective, but the most effective policy portfolio balances a combination of these policies.

Energy Technology Innovation Policy in the Backdrop of the U.S.-China Emissions Agreement

The Energy Technology Innovation Policy research group at the Harvard Kennedy School and the Tsinghua School of Public Policy and Management convened a workshop at Tsinghua University in Beijing on June 18–19, 2015 to build on the momentum created by the U.S.-China joint emissions agreement and the upcoming Paris negotiations. The objective of the Workshop was to discuss the current state of affairs in China, in the United States, and in selected other countries as well as academic research on: (1) the funding and allocation of government investments in R&D, with a particular focus in energy; (2) the impact of policy on private sector innovation in energy; and (3) the management of publicly funded R&D organizations.
