Why do some leaders project power to compete over resources while others handle their disputes via legal norms and international institutions? This seminar develops a theory that utilizes domestic institutions and economic interests to explain why leaders project power to compete over resources. The theory is tested by observing how leaders reacted to an exogenous environmental shock that exposed resources in the Arctic. The findings have implications for maritime resource competition in the South and East China Sea and the relationship between climate change, resource scarcity, and conflict.
