In June 2012, David L. Phillips, former fellow with the Future of Diplomacy Project, published "Liberating Kosovo: Coercive Diplomacy and U.S. Intervention" as part of the Belfer Center Studies in International Security Studies book series. David will be discussing his view of the interplay of diplomacy and the use of force in achieving Kosovo's independence in this seminar.
He is currently Director of the Program on Peace-building and Rights at Columbia University’s Institute for the Study of Human Rights. Phillips has served as Foreign Affairs Expert and as Senior Adviser to the U.S. Department of State and as Senior Adviser to the United Office for the Coordination of Humanitarian Affairs. Phillips has worked at academic institutions as Executive Director of Columbia University’s International Conflict Resolution Program, Director of American University’s Program on Conflict Prevention and Peace-building, Senior Fellow at Harvard University’s Future of Diplomacy Project.
