While serving as the top intelligence officer in Afghanistan, Flynn took the unusual step of publishing an extraordinary report with a dire assessment of the overall intelligence gathering activities of the military in Afghanistan, calling them irrelevant to the counterinsurgency campaign. "Fixing Intel: A Blueprint for Making Intelligence Relevant in Afghanistan"[CNAS, Jan 2010]. Prior to his current post leading DIA, he served as Assistant Director of National intelligence. He has served in numerous high level intelligence duties over his career.
Flynn has a Master of Business Administration in Telecommunications, a Master of Military Art and Science, a Master of Arts in National Security and Strategic Studies, and an honorary doctorate from the Institute of World Politics in Washington, DC.
