Countering Terrorism Multilaterally: A New Global Governance for Homeland Security?

This seminar will examine an underexplored field of global regulation: the frontier area where international standard-setting and rule enforcement meet domestic security. It will shed light on the effects of multilateral cooperation on homeland security policymaking, by exploring Western democracies' attempts to counter terrorism in the aftermath of the September 11, 2001, attacks in the context of multilateral counterterrorism cooperation.
