Dr. Oren is a Visiting Scholar at the Belfer Center for Science and International Affairs. Since 1989, Dr. Oren has been the CEO and Medical Director of the Hillel-Yaffe Medical Center in Israel. Dr. Oren wrote the chapter on “Biological Agents and Terror Medicine” in a recently published book, “Essentials of Terror Medicine” (2008). As an expert who combines experience in medicine, intelligence and counter terrorism, Dr. Oren researches the broader aspects of preparedness for non-conventional terrorism – chemical, biological, radiological and nuclear attacks and warfare scenarios – at the national level and the response of the health care system.
Dr. Oren graduated from the Sackler School of Medicine in 1978, received a Masters in Pediatrics also from the Sackler School of Medicine in 1983 and an MPH from the Johns Hopkins School of Hygiene and Public Health in 1985. He is a senior lecturer at the Ruth and Bruce Rappaport Faculty of Medicine at the Technion. From 1995-1996, Dr. Oren served as the Director-General of the Ministry of Health and since 1996 he has been the Chairman of the National Advisory Committee of Hospital Preparedness for Biological Exceptional Scenarios in Israel. Dr. Oren is a member of several joint committees dealing with emergency preparedness at the national level: the Epidemic Management Team, the Steering Committee for Early Identification and Surveillance of Contagious Diseases to name two.
