Ethnic Cleansing in Kosovo: An Accounting

G. Ted Constantine is the author of the December 1999 State Department report, "Ethnic Cleansing in Kosovo: An Accounting." He is the Senior Intelligence Analyst at the State Department's War Crimes and Atrocities Analysis Division. In December 1998, President Clinton announced the creation of this organization as the "Genocide Early Warning Center," which is composed of representatives from the State Department's Bureau of Intelligence and Research, the Defense Intelligence Agency, the Central Intelligence Agency, and the National Security Agency. Mr. Constantine is a specialist in atrocities intelligence as well as humanitarian emergency intelligence and environmental security intelligence. Prior to his current position, Mr. Constantine was a Senior Intelligence Officer at the Defense Intelligence Agency's Low Intensity Conflict Team. In 1994 and 1995, Mr. Constantine served in the highly competitive Director of Central Intelligence, Exceptional Intelligence Analyst Program where he authored a seminal work addressing the role of intelligence support to humanitarian assistance operations. He has also served as a Senior Intelligence Officer at the National Intelligence Council, Office for Global and Multilateral Issues.
