Prof. V.K. Samaranayake, who has over 40 years of experience in institution building in Science & Technology in Sri Lanka, will discuss problems faced, successes achieved and examine why Sri Lanka has not been able to exploit S&T for national development as has been the case with other Asian countries such as Taiwan, South Korea, Singapore, Malaysia and India. He will also discuss the role played by the state as well as donor agencies.

V. K. Samaranayake is well known in Sri Lanka and internationally among relevant professionals and organisations as an educator and the visionary/pioneer of modern IT policy formulation and implementation in Sri Lanka. Appointed Professor and Head of Mathematics of the University of Colombo in 1974, he is presently the Professor of Computer Science of the University of Colombo. He has served the University of Colombo (previously Ceylon) for a continuous period of 42 years since his first appointment in 1961 immediately following his graduation from the same University.
