Ambivalence and a plethora of contradictory plans mark current proposals for the public investment in scientific research for the new century. Research to achieve politically compelling national goals is too often seen as short term and applied, while basic research is frequently viewed as an entitlement for scientists. Neither view is correct or necessary. This bicentenary of Thomas Jefferson?s election to the Presidency is an appropriate time for a clarifying reassessment. Based on past experience, two ideas appear to offer the stability, creativity, and moral authority required for publicly supported science research to advance and serve the nation?s needs.
