Why have major powers in the Asia Pacific preferred techno-nationalism combined with neo-mercantilistic trade policies and national security? To what extent would it be possible to develop a smooth way of transferring high technology and reciprocal cooperation in S&T activities among East Asian states? What obstacles now impede the promotion and extension of S&T cooperation? How should major powers act to avoid the technological "security dilemma" in East Asia? In order to answer these questions, the political dynamics of S&T activities in East Asia will be examined from a "geo–science and technology" viewpoint through an explanatory model of geo-strategic interactions among major powers.
