Why and how do some groups provide public goods and build governance structures, while others engage in extortive behavior? This seminar argues that rebels balance challenges of building and maintaining legitimacy and their own existence in the face of interactions with both civilians and international interests.

How do rebel movements establish social contracts with civilian populations? Why and how do some groups provide public goods and build governance structures, while others engage in extortive behavior? This seminar argues that rebels balance challenges of building and maintaining legitimacy and their own existence in the face of interactions with both civilians and international interests. The speaker will present preliminary data from field research conducted in the Philippine region of Mindanao that compares the actions of the Moro National Liberation Front, the Moro Islamic Liberation Front, and the Abu Sayyaf group.
