The Belfer Center for Science and International Affairs will host a Director's Seminar with Frank Rose, Deputy Assistant Secretary of State for Space and Defense Policy, in the Belfer Center Library (L369).

“Successful missile defense cooperation would provide concrete benefits to Russia, our NATO Allies, and the United States and will strengthen – not weaken – strategic stability over the long term.”
[Frank Rose, September 12, 2012, Berlin Germany]

For nearly three years, Rose has been focused on carrying out the vision articulated by President Obama for a European Phased Adaptive Approach to missile defense that will “provide stronger, smarter, and swifter defenses of American forces and America's Allies,” while relying on “capabilities that are proven and cost-effective.”  Now a panel of experts working for the National Research Council has concluded that this strategy may be flawed, leaving the United States vulnerable to some kinds of long-range strikes.

As Deputy Assistant Secretary of State for Space and Defense Policy, Frank Rose is responsible for advising the Assistant Secretary of State and, as required, the Under Secretary for Arms Control and International Security, on key issues related to arms control and defense policy.  Prior to joining the State Department in June 2009, Mr. Rose held various national security staff positions in the U.S. House of Representatives and numerous positions in the Office of the Secretary of Defense, including Special Assistant to the Assistant Secretary of Defense for Strategy and Threat Reduction and Policy Advisor in the Office of Assistant Secretary of Defense for International Security Policy.

Mr. Rose received his Bachelors degree in history from American University in 1994 and a Masters degree in War Studies from Kings’ College, University of London in 1999. He is a recipient of the Department of Defense Exceptional Public Service Award (2001), the Office of Secretary of Defense Award for Excellence (2002), and the Office of the Secretary of Defense Medal for Exceptional Civilian Service (2005).

As space is limited for this event, RSVPs will be accepted on a first come, first served basis.
