A robust interpretation of the President's constitutional war powers frames America's foreign policy response to the threat of Islamic terrorism. This talk will analyze how both American constitutional law and international politics drive this broad view of Presidential power and then examine its ultimate impact on American foreign policy as it relates to the War on Terror.
