The recent campaign has concentrated on foreign policy emphasizing almost exclusively events in Iraq. Few voices from the world politics community were heard in this debate. Professor Kugler considers the implications of the ‘War on Terror’ in world politics by examining the long-term consequences of the U.S. decision to invade Iraq without the support of key allies and the United Nations. He anchors the empirical analysis within a theoretical framework and concludes that policymakers failed to anticipate the impact that a weakened Atlantic Alliance could have on the EU and the likely challenge that the United States will face in mid century from China and possibly India. Further evidence implies that though deterrence was stable against Iraq, it is not stable against rising terrorist groups.
