Former Defense Secretary Ash Carter on Syria, Turkey & the U.S.-China trade dispute

President Trump has authorized sanctions and raised steel tariffs on Turkey for its invasion in northern Syria. The White House says it would consider ramping up penalties unless Turkey is willing to embrace a cease fire and end the violence. Former Defense Secretary Ash Carter, author of the new book 'Inside the Five-Sided Box,' joins Yahoo Finance's Myles Udland and Dan Roberts to talk about foreign policy.
