Changgui Dong is an Associate Professor of Public Policy at the School of Public Administration and Policy at Renmin University of China. He is also a research fellow at the National Academy of Development and Strategy at Renmin University. He earned his PhD in Public Policy from the University of Texas at Austin and was a postdoctoral research fellow at the United States' National Renewable Energy Laboratory.

His research focuses on China’s energy transition and province-level decarbonization efforts. Adopting an interdisciplinary approach of public policy, economics, and management, his research focuses on key energy and environmental policies such as renewable feed-in tariffs, carbon quota management, and coal phase-out.
