Biography

Lieutenant Colonel Randolph “Randy” Fleming is a Special Forces officer from Virginia who commissioned in 2005 through VCU’s Army ROTC. He began his career in the 1st Cavalry Division, serving as a Field Artillery officer and deploying to Baghdad in support of Operation Iraqi Freedom. After earning his Green Beret in 2010, he served in 3rd Special Forces Group as a Detachment Commander and Special Operations Task Force (SOTF) Planner, deploying twice to Afghanistan.

His later assignments included serving as a Special Operations Forces (SOF) Planner at the Joint Readiness Training Center, commanding two companies in the 1st Special Warfare Training Group, and holding several roles in the Pentagon within the Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (SO/LIC), where he supported SOF ground program oversight and policy integration. He also served as Deputy Director of the Commander’s Initiative Group at U.S. Special Operations Command (USSOCOM) in Tampa, Florida. Most recently, he commanded a Basic Combat Training Battalion, where he led the training of over 4,500 new Soldiers annually, directly contributing to the Army’s readiness.

Randy holds a B.S. in Psychology from Virginia Commonwealth University and an M.S. in Defense Analysis from the Naval Postgraduate School. He is focused on strategy, policy, and decision-making—particularly how technology shapes security and governance in today’s strategic environment.
