The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Alison worked at the Belfer Center from 2011-2023. Her roles included: Associate Director, Middle East Initiative (2021-2023) where she managed the program's strategic engagement, fundraising, staff & financials, and overall program development. She previously served as Deputy Director for the Future of Diplomacy Project and the Project on Europe and the Transatlantic Relationship and Special Assistant to Ambassador Nicholas Burns (2011-2021). Since 2010, Alison has taught graduate-level courses and advised students in the Sustainability and Environmental Management Program at Harvard Extension School.
