The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Brijesh Pratap Singh is a current Master in Public Policy student at the Harvard Kennedy School, where he focuses on Economics of Energy & Climate policies in his International Global Affairs (IGA) concentration. He is a management and engineering professional with 9+ years of experience in India’s largest state-owned natural gas & petrochemical company. Through his work, he has led key initiatives & projects across planning, strategy, business development, sustainability, operations and maintenance, supply chain, contract negotiation, policy development, communications and training. By transforming climate-change challenges into business opportunities, he conceptualizes notes for new software to integrate business processes and develop innovative policies aligned with corporate interests.
