Brooke Carr

Brooke J. Carr works for the U.S. Department of Defense, where she manages a portion of the department’s technical acquisitions. Prior to this assignment, she directed counterintelligence activities defending against adversary targeting of the department. In this capacity, Ms. Carr developed counterintelligence strategies and policies in collaboration with the Office of the Secretary of Defense, Joint Staff, Defense Agencies, and Combatant Commands.

She began her service career as an active-duty Air Force officer, commanding criminal investigation and counterintelligence missions. As a special agent with the Air Force Office of Special Investigations (AFOSI), she deployed in support of Operation Iraqi Freedom, handling source operations from joint Army, Navy, Air Force platforms and coordinating with coalition leaders to counter threats against forces. After separating from active-duty and joining the reserves, Carr was mobilized in 2010 to command the AFOSI Detachment at Nellis Air Force Base, Nevada. While mobilized, she established a new command operating location at Creech Air Force Base, Nevada, in support of top Air Command priorities including the remotely piloted aircraft mission. 

Carr graduated from the United States Air Force Academy in 2002 and received her Master of Arts from Boston University in 2005. She completed National Defense University's Postgraduate Strategic Intelligence Program in 2008 and Air Command and Staff College in 2015. In 2018, Carr was selected as a Belfer Center Recanati-Kaplan fellow at Harvard Kennedy School, where she earned her Executive Certificate in Public Leadership in 2019.
