The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Chris Lynch is the chief executive officer at Rebellion Defense. Previously, he was founding director at Defense Digital Service. His team launched high-impact programs, including JEDI Cloud and Hack the Pentagon, and provided technical expertise on the Department of Defense’s most critical technology challenges, including the F-35 Joint Strike Fighter and Next Generation GPS OCX. Chris is a serial entrepreneur from Seattle, where he founded venture-backed startups and lead engineering teams at enterprise companies. He is a fellow at Harvard Kennedy School's Belfer Center and lecturer at Stanford's computer science department, where he encourages nerds to serve in government.
