The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Easwaran J. Narassimhan is a former Postdoctoral Research Fellow at the Belfer Center's Science, Technology and Public Policy (STPP) Program, where he worked on Innovation in Technology and Policy for a Sustainable Energy System in India. He is also an adjunct faculty and research fellow at the Climate Policy Lab at The Fletcher School, Tufts University where he completed his Ph.D. in international affairs. His dissertation work explored how developing country governments use green industrial policies to address socio-economic and environmental objectives. Easwaran holds a master's degree in international affairs from The Fletcher School and a master’s degree in electrical engineering from Texas A&M University.
