The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Gemma Holt is a joint Master in Public Policy and Master in Urban Planning candidate at Harvard Kennedy School and Harvard Graduate School of Design. At the Belfer Center, she is a Belfer Young Leader. She studied Environmental Policy at Williams College, where she wrote an honors thesis on the development of the Arctic Council. She was the recipient of a Fulbright research grant to study Arctic sustainable development in Finland. Before attending Harvard, Gemma worked as a nonprofit management consultant doing strategic business planning and research for organizations across the sector. Her research interests include science-policy interactions in international governance, the development of sustainable urban infrastructure, and institutional responses to polar environmental change.
