The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Grace Park is a graduate of the Harvard Kennedy School. While at HKS, they co-founded the Cyber.RAR podcast on matters of cybersecurity and cyber defense with fellow Belfer Center Young Leaders and co-chaired the Asian American and Pacific Islander Caucus. Prior to HKS, they were proud to serve as a United States Army captain and visited as a research fellow at the SNF Agora Institute at Johns Hopkins University. As an army officer, they served overseas tours in Djibouti, Tunisia, Italy, and South Korea and was appointed the first female communications officer for the 1-187 Infantry Battalion, 3rd Brigade Combat Team of the 101st Airborne Division. Grace was a recipient of the Kilbourne Leadership Award from the U.S. Army Cyber Center of Excellence as well as the CompTIA Security+ cybersecurity certificate. They are a graduate of Wellesley College, where they were the Class of 2016 Commencement Speaker and Council President.
