The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Xin Sun is a former Predoctoral Fellow with the Environment and Natural Resources Program at the Belfer Center. He holds a PhD and MS in automobile engineering, and a MS in business administration from the Tsinghua University, China. His current research explores the sustainability of battery supply chain for global electric vehicle industry. He has been awarded the Grand Prize of Qian Yi Environment Award, Tsinghua University Graduate Comprehensive first-class scholarship, Best Presentation Award at the Graduate Forum of the World University Alliance on Climate Change, and other major awards. He was invited to be the reviewer of several top SCI journals, and was awarded the best reviewer of Resources Conservation & Recycling in 2020.
